Letters, certificates, and medals of a Norwegian-born army colonel Waloe immigrated to Wisconsin ca. 1891; served in the United States Army in Cuba and the Philippines (1896-1924). Appointed colonel and assistant chief of constabulary in 1917; and operated a cattle ranch in the Philippine Islands until 1931, when he retired to Los Angeles.
